COVID-19 Special Faculty and Staff Work and Leave Provisions

The UNC System Office has issued updated COVID-19 Special Faculty and Staff Work and Leave Provisions, effective January 1, 2021 through March 31, 2021, or until revised or rescinded.  This includes the continuation of Administrative Paid Leave and, in addition, the expiration of the federal Families First Coronavirus Response Act (FFCRA) on December 31, 2020.   To request COVID-19 Administrative Paid Leave, employees should submit the Request for COVID Administrative Paid Leave Form, along with supporting medical documentation to adminleaverequests@ecu.edu.

  • COVID-19 Administrative Paid Leave is available for the following reasons:
    • If an employee is subject to a quarantine or isolation order related to COVID-19,
    • If an employee has been advised to self-quarantine by a healthcare provider or public health official, or
    • If an employee has had exposure to someone who tested positive for COVID-19 and is awaiting a diagnosis.
  • Under these conditions, COVID-19 Paid Administrative leave will be allocated as follows:
    • Administrative Paid Leave award is pro-rated based on FTE
    • Employees may receive up to 80 hours of COVID-19 Paid Administrative leave for absences prior to using any accrued personal leave.
    • After these 80 hours have been exhausted, the employee must use their accrued personal leave for the absences.
    • Once the employee has exhausted their accrued personal leave, the employee may receive an additional 80 hours of COVID-19 Administrative Paid Leave for qualifying absences.
    • Employees who have taken COVID-19 Administrative Paid Leave or Emergency Paid Sick leave under the FFCRA since March 2020, will have those hours taken deducted from any remaining Administrative Paid Leave that may be available to them.
  • COVID-19 Administrative Paid Leave may be used Intermittently only if telework is feasible and approved by the department.
  • A request for COVID-19 Administrative Paid Leave will require supporting medical documentation to be submitted along with the request form. Included in an employee’s request should be the following:
    • The supporting medical documentation, which should be sent from an ECU email account or faxed to the HR Benefits Office to 252-328-9918.
    • Dates of Leave
    • How leave will be used – continuously or intermittently
    • Doctor/Clinic name and contact information
    • Reason for leave request
  • The Literacy, Tutoring, and Mentoring Community Service Leave (PDF) (CSL) Policy has been continued to support children in a virtual or partially in-person academic setting. Hours used during a work week may vary but cannot exceed the 36 hours allowed under policy. In addition, employees who are not using Literacy, Tutoring, and Mentoring CSL will have their traditional CSL hours reset at 24 hours (prorated by FTE), which can be used through the end of the calendar year. Please note that that the Literacy, Tutoring, and Mentioning CSL policy stipulates that employees must choose between using CSL for that purpose and using CSL traditionally (employees may not use both). CSL leave banks are reset at the beginning of the calendar year. If you have interest in using CSL under this policy, please contact your department.
    • This leave is requested through the Supervisor and Granted by the Super Admin by adding the additional hours in Kronos based on FTE.
