Adverse Weather

The University must assure the delivery of critical services to its students, clients, customers, patients, and the general public during a variety of adverse weather and emergency events. Recognizing the varied geographic locations and diversity of University facilities, it is the intent of this policy to establish uniform operations during times of adverse weather conditions.

Bonus Leave

Over the last two decades the North Carolina General Assembly has granted bonus leave to eligible State employees. In most cases, bonus leave may be used similarly to how regular vacation leave may be used; however, each type of bonus leave has specific provisions.

Civil Leave

Leave with pay is provided to eligible employees when serving on a jury or when subpoenaed as a witness. It is the responsibility of the employee to inform the supervisor when the duty is scheduled and the expected duration.

Community Service Leave (CSL)

The University recognizes the importance of community service and supports the commitment of employees to engage in volunteer service for civic, charitable, or humanitarian reasons. Community Service Leave (CSL) is a paid leave that gives eligible employees leave with pay to perform volunteer service with schools, certain community service organizations, or human service organizations.

Compensatory Time (Comp Time)

Under the State’s overtime compensation policy, all employees who are non-exempt from the Fair Labor Standard Act (FLSA) are eligible for compensatory time in lieu of overtime pay. Non-Exempt employees are subject to the FLSA and accrue leave at time and one half for each hour worked over 40 in a workweek.

Educational Leave

The University may provide leave with pay or leave without pay for certain types of educational courses.

Faculty Serious Illness & Parental Leave (FSIL)

This policy provides leave with pay for eligible faculty for cases of a serious health condition of either themselves or an immediate family member and/or parental leave (defined as birth, adoption, and foster care placement of a child). Eligible employees to whom this policy applies to shall also be subject to the Family and Medical Leave (FMLA) policy.

Family and Medical Leave (FMLA)

The Family and Medical Leave Act is a federal law that provides eligible employees with unpaid, job-protected leave for specified family and medical reasons.

Family Illness Leave (FIL)

Family Illness Leave is provided for an employee to care for the employee’s child, parent, or spouse where that child, spouse, or parent has a serious health condition. It is not provided for the employee’s illness and can only be used once leave under the Family Medical Leave Act (FMLA) has been exhausted.

Holidays

The University will establish a holiday schedule for both Non-ECU Physicians Clinic employees and ECU Physicians Clinic employees that will not exceed 12 paid holidays per year.

Leave Without Pay

Leave without pay may be granted for illness, education purposes, vacation, or for any other reasons deemed justified by the department head. If the need for leave qualifies as Family Medical Leave (FMLA), then the rules of that policy shall be applied first. Parental leave without pay for employees not eligible for FMLA or Paid Parental Leave (PPL) is also covered under this policy.

Military Leave

Leave will be granted to eligible employees of the University for certain periods of service in the uniformed services.

Other Management Approved Leave (OMAL)

In addition to the types of leave described in separate policies, the University may approve paid time off for employees to participate in specified state-related activities or because of natural or other emergencies. This policy summarizes the only acceptable reasons for approving other paid time off.

Paid Parental Leave (PPL)

The University is committed to optimizing health and well-being of parents and children when employees add new children to their families. This policy provides eligible SHRA, CSS, DMSS, and EHRA Non-Faculty employees dedicated paid leave time to recoup from childbirth, bond with a newborn child following birth, adoption, foster placement, or other legal placement.

Personal Observance Leave

Personal Observance Leave provides up to eight hours of fully paid leave to eligible employees for a day of personal observance to utilize on a day of significance, including days of cultural, religious, or personal observation.

Short-Term, Extended Short-Term, & Long-Term Disability Leave

The Disability Income Plan of North Carolina (DIPNC) is a benefit provided at no cost to eligible employees who participate in the Teachers’ and State Employees’ Retirement System (TSERS) or the Optional Retirement Program (ORP). Benefits are available to eligible employees who become continuously unable to perform the duties of his/her usual occupation due to a mental or physical incapacity while actively employed.

Sick Leave

The purpose of sick leave is to allow eligible employees to recover from illness, injury, or disability of either themselves or an immediate family member that prevents performance of usual duties.

Vacation Leave

The purpose of paid vacation is to encourage eligible employees to renew themselves physically and mentally. Vacation leave also covers absences due to personal obligations, adverse weather conditions, and, in lieu of sick leave, illness of self or immediate family member.

Voluntary Shared Leave (VSL)

The Voluntary Shared Leave (VSL) policy is a program that allows State employees the option to donate leave to another State employee who has been approved to receive VSL because of a prolonged medical condition of their own, or of an immediate family member, which will require the employee’s absence from work for a prolonged period of time.
