Community Service Leave (CSL)

The University recognizes the importance of community service and supports the commitment of employees to engage in volunteer service for civic, charitable, or humanitarian reasons. Community Service Leave (CSL) is a paid leave that gives eligible employees leave with pay to perform volunteer service with schools, certain community service organizations, or human service organizations.

 

Eligibility

Full-time permanent, probationary, and time-limited employees in a leave earning position are granted 24 hours per calendar year. Part-time (half-time or more) permanent, probationary, and time-limited employees receive a pro-rated amount of leave based on their scheduled work hours per week.  Community Service Leave (CSL) is not cumulative beyond the end of a calendar year. Leave not taken by the end of the year shall be forfeited.

Newly hired or newly eligible employees will be credited with a pro-rated amount of leave immediately upon their employment.

Temporary, part-time and time-limited (less than half-time) employees and 9-month faculty are not eligible for CSL.

 

Use of Leave

Community service leave may be granted to:

  • Parents for involvement with their child in a public or private elementary, middle, high school, or licensed childcare program
  • Any employee for volunteer activity in a public or private elementary, middle, high school, or licensed childcare program
  • Any employee for volunteer activity in a not-for-profit Community Service Organization
  • Any employee for volunteering in a State of North Carolina Public University, Community College or State agency provided that the service is outside of the employee’s normal scope of duties and responsibilities and that the employee is not receive any form of compensation for the services.

Approval of Leave

Employees must receive approval from their supervisor to use this leave. The supervisor may require that the leave be taken at a time other than the one requested, based on the needs of the department. Leave shall only be requested and approved for community service that occurs during the employee’s regularly scheduled hours of work.

The department may require documentation that leave is being utilized in accordance with the purpose of this policy. Reasonable travel time may be included in approved time for community service, but only for the time that intersects the employee’s regular work schedule and the majority of the leave shall be used for direct volunteer service.
